The Bipartisan Budget Act of 2018 included many provisions that will impact home health. It saves the rural add-on, but it also addresses home health payment reform. The Act makes it clear that major payment model revisions are coming to home health, including the potential for the Home Health Groupings Model (HHGM) to be implemented after all. The Act attempts to provide some relief from the burden of face-to-face documentation requirements, but overall it presents some serious challenges to the industry.
