William “Bill” Dombi, Esq., is the pPresident of the National Association for Home Care & Hospice (NAHC). He previously served as the vice president for law at NAHC. Dombi specializes in legal, legislative, and regulatory advocacy on behalf of patients and providers of home health and hospice care. With nearly 40 years of experience in healthcare law and policy, he has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975, including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the institution on Medicare PPS for home health in 2000, and the national healthcare reform legislation in 2010.

Markette works with his clients on issues related to Medicare/Medicaid compliance; payer issues; HIPAA compliance; Medicare and Medicaid fraud and abuse; purchasing and selling home health, hospice, and private duty agencies; and employment matters.

Markette also addresses legal issues related to employment matters, this includes wage and hour compliance, responding to Department of Labor investigations, and litigating wage and hour disputes. He has presented to the American Health Lawyers Association, the National Association for Home Health and Hospice Care, DecisionHealth as well as other national speaking events and numerous state trade association conferences and continuing education sessions. Parkey received his Doctorate in Medicine from the University of Texas Medical Branch in Galveston and completed his residency in Family Medicine at the University of Oklahoma campus in Tulsa. He holds board certifications in Family Medicine and in Hospice and Palliative Medicine, and certifications as a Hospice Medical Director and in Post-Acute and Long-Term Care Medicine.
